Bart Baldwin

Bart Baldwin is the Founder & CEO of Bart Baldwin Consulting, a bipartisan government affairs and third-sector business development firm serving Kentucky and its local communities since 2013. Bart has three decades of experience in legislative and executive branch government relations and lobbying, as well as executive-level management in the healthcare and human services sectors. Bart's background has positioned him to navigate strategically within Kentucky's diverse political landscape to achieve meaningful regulatory and statutory advancement in critical sectors, including child welfare, healthcare, and nonprofit operations. He's dedicated to providing comprehensive client services ranging from grassroots advocacy support to influential direct lobbying. 

Prior to founding Bart Baldwin Consulting, Bart lobbied with the Bird Consulting Group; served as the President of the Children’s Alliance, representing child welfare agencies in Kentucky; and led as National Director of Regional Public Policy for the Washington D.C.-based Child Welfare League of America. Before launching his government affairs career, Bart was a Licensed Nursing Home Administrator in Kentucky for both for-profit and nonprofit national corporations and worked for the Kentucky Association of Health Care Facilities, a trade association for the long-term care industry. Bart graduated from the University of Kentucky with a degree in Health Care Management.

 

Brian McCann, Esq.

Born and raised in Richmond, Virginia, Brian earned his Bachelor of Arts in Economics from the College of William & Mary and graduated from William & Mary’s Marshall-Wythe School of Law, where he was member of The Order of the Coif, Law Review and the Moot Court team. Brian devoted his legal practice to civil litigation with an emphasis in education law to help families of children with disabilities. 

Since joining The Faison Center as President and CEO, Brian has overseen the growth from a small school to a world-class center for autism.  Today, The Faison Center provides services to individuals with autism of all ages all along the autism spectrum in its Early Education Center, The Faison School in Richmond, the Peninsula School in Newport News, the Faison Residence, Family Partner program, Adult Day program and Behavioral Health Clinic. 

Brian routinely works with legislators at the Virginia General Assembly on legislation involving special education laws and other laws that impact individuals with autism and those who provide services to them.  In an effort to advocate for and expand best practices for autism service providers, Brian was elected to the Board of the Council of Autism Service Providers (CASP), where he served four years as that organization's Chair.  Most recently, he was appointed by the Governor to Virginia’s Autism Advisory Council.

Brittany Shipley, BSW

Brittany Shipley is a dedicated advocate and parent of two children with developmental disabilities, special healthcare needs, and complex mental health conditions. A graduate of the Partners in Policymaking program with the Idaho Council on Developmental Disabilities, Brittany holds a Bachelor's degree in Social Work from Boise State University, reinforcing her commitment to improving equitable access to health care in Idaho.

As the former Executive Director of the Wood River Valley affiliate of the National Alliance on Mental Illness (NAMI-WRV), Brittany has guided families through their mental health journeys using her personal experiences. She currently holds key leadership roles as chair of the State Independent Living Council (SILC) and the State Behavioral Health Planning Council both by gubernatorial appointment. Brittany also co-chaired the opening of a youth crisis center in South-Central Idaho, serves as the first parent advocate of the Region Five Juvenile Justice Commission, and continues to play a critical role in statewide youth mental health service implementation.

In addition to these roles, Brittany serves on the Blaine County School District Wellness and Policy Committees, the PAIMI Advisory Council under Disability Rights Idaho, the Central Idaho Coordinated Community Response Team, and the 5B Suicide Prevention Alliance Core Loss Team, where she responds to all sudden deaths in the community. Her ongoing advocacy work focuses on shaping policy informed by the Jeff D. lawsuit, ensuring that mental health services for children are delivered in homes and communities. Through her leadership and collaboration with state agencies and policymakers, Brittany is committed to securing vital, life-saving services for families in crisis.

Dan Unumb, Esq.

President, Autism Legal Resource Center

South Carolina

Dan Unumb is an attorney and founder of the Autism Legal Resource Center. Mr. Unumb previously served as the founding Executive Director of the Autism Speaks Legal Resource Center, where he worked to secure improved insurance and Medicaid coverage for individuals with autism in over 40 states.

He has worked with federal and state regulators to secure improved guidance and enforcement on autism-related issues and has filed amicus briefs on autism legal issues in state and federal appeals courts, including the U.S. Supreme Court. He is co-author of the law school casebook “Autism and the Law” and has presented on legal topics pertaining to autism at numerous national conferences and trainings.

Mr. Unumb is also co-founder of the Autism Academy of South Carolina, a treatment facility providing state-of-the-art care to children on the autism spectrum. He has served on the supporting board for the Greenwood Genetics Center and is a board member of Ascendigo, in Aspen, Colorado, which provides challenging recreational activities to children and adults with autism as well as community living support. Mr. Unumb has litigated cases in federal and state courts across the country in private practice in Boston, Washington, D.C., and Charleston and as an attorney with the United States Department of Justice.

Darren J. Sush, PsyD, BCBA-D

Darren J. Sush, PsyD, BCBA-D (he/him/his), is a licensed clinical psychologist and a board-certified behavior analyst (doctoral) with close to 20 years of experience developing and providing services based in applied behavior analysis (ABA) for children and adults diagnosed with autism spectrum disorder (ASD) and developmental disabilities. Dr. Sush is Head of Autism and Psychology with Evernorth Health Services, a Cigna corporation, and is the co-author of A Workbook of Ethical Case Scenarios in Applied Behavior Analysis: First and Second Editions. He is an Adjunct Faculty member in the Applied Behavior Analysis program at Pepperdine University and an Associate Professor in the Applied Behavior Analysis and Clinical Psychology programs at The Chicago School of Professional Psychology, teaching doctoral and master’s courses in ABA and psychology. Within his practice, he has specialized in providing therapy for parents of children with ASD and developmental disabilities. He has also presented at regional and national conferences, has made appearances on several media outlets and podcasts, and has written for Psychology Today online, focusing on resources and mental health for parents of children with ASD and developmental disabilities. 

Dean Cameron

Director, Idaho Deptartment of Insurance

Director Dean L. Cameron was first appointed to serve as Director of the Idaho Department of Insurance by Governor C.L. “Butch” Otter, effective June 15, 2015.  Director Cameron was then re-appointed by Governor Brad Little to continue his service as Director of the Department on January 4, 2019, and again on January 6, 2023.

 

Since his appointment, Director Cameron has been actively involved in the National Association of Insurance Commissioners (NAIC).  In 2022, he served as NAIC President. He currently serves as NAIC’s Past-President.

 

Governor Brad Little appointed Dean Cameron as Interim Director for the Department of Health and Welfare on January 1, 2024. He served in that capacity until June 5, 2024.

 

Dean Cameron was a third-generation insurance agent for 32 years.  He has 32 years’ experience in state government with 25 of those years serving in the Idaho State Senate. During his tenure in the Senate, he chaired the Health Care Task Force, the Senate Commerce and Human Resources Committee, which handles banking and insurance issues, and chaired the Senate Finance Committee and Co-Chaired the Joint Finance Appropriations Committee (JFAC) the state budget committee.  Dean and his wife, Linda, have three children and seven grandchildren.

Emily Ice, PhD, BCBA-D, LBA

Dr. Emily Ice values the importance of advocacy in the field of behavior analysis. With over 20 years of expertise, Dr. Ice is not just Executive Director for her company of 14 years, but a fervent advocate for policy change. Her extensive experience includes championing public policy initiatives for over five years in both Colorado and Alaska, where she has collaborated to advance the rights and support systems for individuals with autism and their families. As the Chair of the Public Policy Committee at COABA since 2023 and President of AKABA this year, Dr. Ice has spearheaded numerous initiatives to improve access to services and align policy with best practices. She can't help but chuckle at the irony of diving headfirst into the tumultuous waters of public policy advocacy, finding solace in the camaraderie of fellow gluttons for punishment along the way. 

Erick Dubuque, PhD, LBA, BCBA-D

Director, Autism Commission on Quality (ACQ)

Dr. Erick Dubuque serves as the Director of the Autism Commission on Quality’s (ACQ), a mission-driven non-profit accreditation body for organizations offering applied behavior analysis services to individuals and families impacted by autism. He is a former assistant professor with over a decade of experience coordinating, advising, teaching, and supervising students across three graduate training programs in applied behavior analysis domestically and internationally. His professional, voluntary, and scholarly activities have centered around quality control in the training and application of behavior analysis. As an accreditation administrator, expert witness, licensure board chair, and consultant, Dr. Dubuque has shaped legislation, regulations, and policies designed to protect the public and increase access to effective and ethical applied behavior analytic services for individuals with autism.

Gina Green, Ph.D.

Gina Green received a PhD in Psychology (Analysis of Behavior) from Utah State University in 1986 following undergraduate and master's degree studies at Michigan State University. She is currently a consultant in private practice, having been a faculty member in Behavior Analysis and Therapy at Southern Illinois University; Director of Research at the New England Center for Children in Southborough, Massachusetts; Associate Scientist at the E.K. Shriver Center for Mental Retardation in Waltham, Massachusetts; Research Associate Professor of Psychiatry and Pediatrics, University of Massachusetts Medical School; a Lecturer in Public Health and Special Education at San Diego State University; and Chief Executive Officer of the Association of Professional Behavior Analysts. She has authored numerous publications on the treatment of individuals with developmental disabilities and brain injuries as well as the experimental analysis of behavior. Dr. Green co-edited the books Behavioral Intervention for Young Children with Autism and Making a Difference: Behavioral Intervention for Autism and is a co-author of Strategies and Tactics of Behavioral Research and Practice (4th ed) with James M. Johnston and Henry S. Pennypacker. She serves or has served on the editorial boards of several professional journals in developmental disabilities and behavior analysis and the advisory boards of several autism programs and organizations as well as the B.F. Skinner Foundation. She is a Board Certified Behavior Analyst-Doctoral, former president of theAssociation for Behavior Analysis and the California Association for Behavior Analysis, a former member of the Board of Directors of the Behavior Analyst Certification Board, a founding Director and former CEO of the Association of Professional Behavior Analysts, and a Fellow of the American Psychological Association, the Council for Scientific Medicine and Mental Health, and the Association for Behavior Analysis. Heather O'Shea, Ph.D.

Dr. Heather O’Shea has spent over 20 years working with families and children with special needs. She earned her Ph.D. in Clinical Psychology from California School of Professional Psychology, specializing in services with children and families in the educational, medical, and legal systems. She started her career in Applied Behavior Analysis in 2004 and enrolled in the very first BACB Course Sequence ever offered in California. She left her role as the Chief Clinical Officer at a large national organization in 2020 to join Verbal Behavior Associates (VBA) as President. She is proud to oversee an organization committed to providing evidence based intervention and specializing on serving clients with profound needs. Her commitment to quality service delivery, ethics, training and mentorship have driven her dedication to the field. Her mission is to impact the field and leave a lasting positive impact on all of those impacted by and committed to improving the lives of those touched by autism. She is also known for creative ways to encourage community. After winning the Spirit Award (aka giant stuffed pickle) at the Autism Law Summit, she traveled the country with it promoting autism awareness. 

Howard Belodoff, Esq

Associate Director, Idaho Legal Aid Services

Howard Belodoff began his career in 1978 with Idaho Legal Aid Services, Inc. after receiving a Reginald Heber Smith Fellowship from Howard University. In 1995 he started a part time private practice. Mr. Belodoff’s trial and appellant work has focused on civil rights. He has successfully argued fourteen appeals in the Ninth Circuit Court of Appeals. His advocacy has established case precedents of national significance involving discrimination and the constitutional rights under the First, Fourth, Eighth, and Fourteenth Amendments and the Fair Housing Act on behalf of unhoused persons, the LGBTQ2 community including transgender discrimination and same sex marriage, the privacy rights of persons with HIV, the rights of mentally ill children and adults, Native American religious and trust land rights, inmates and prisoners, and statutory attorney fees. He was lead counsel in Martin v. City of Boise on behalf of unhoused persons.

He is currently Idaho’s District Court Lawyer Representative to the Ninth Circuit Court of Appeals. He has received the 2021 Idaho State Bar Distinguished Lawyer Award, the NLADA 2019 Reginald Heber Smith Justice Award and the 2018 Idaho Trial Lawyers Association’s “Trial Lawyer of the Year” Award. He has been recognized as a Mountain States “Super Lawyer” since 2010.

Jacqueline Olson, Esq.

Assistant Commissioner, Enforcement Division at the Minnesota Department of Commerce

Jacqueline Olson was appointed as the Assistant Commissioner in the Enforcement Division at the Minnesota Department of Commerce in January 2023.  Prior to her appointment, she served as the Senior Director of Licensing, Unclaimed Property, and Consumer Support at the Minnesota Department of Commerce and as an Audit Director over the multi-industry enforcement team. 

As Assistant Commissioner, Jacqueline leads the civil and criminal enforcement teams at the Department of Commerce.  The civil teams investigate complaints and  allegations of violations in numerous industries including insurance, securities, real estate, money transmission, collection agencies, non-depository financial institutions, mental health parity, student loans, payday loans, consumer loans, and toy safety.  The criminal team consists of licensed peace officers who investigate insurance fraud, financial crime, and related crimes.  

Jackie has been with the Minnesota Department of Commerce since October 2017. Prior to her role at the Department, she worked as an attorney.

She earned her Bachelor of Arts Degree in Journalism, Public Relations from the University of St. Thomas and her law degree from Hamline University School of Law.

Jenna Minton, Esq.

Jenna is licensed to practice law in Maryland and is a member of the Maryland State Bar Association. In her early career she spent 5 years in the metro DC area, working for medical non-profits learning the ins and outs of the regulatory process.  Following that, she spent 10 years as the Director of Operations for a large non-profit ABA organization in Michigan where she also served as the interim Executive Director.  In 2013, she founded Minton Healthcare Strategies, now known as Proactive Strategies, LLC (PS) who specializes in guiding clients through Medicare and Medicaid regulatory processes.  Specifically, we focus on the development of Current Procedural Terminology (CPT) Codes which are used to report medical, surgical, and diagnostic procedures and services.  PS also assists in valuing medical services through the American Medical Association's process (the AMA Relative Update Committee).  Clients we work with include: applied behavior analysis provider organizations and coalitions, medical specialty societies, and virtual technology companies.  We also support ABA provider organizations with audit, contracting, and claims processing issues.  In 2023 we grew our team to five and we look forward to what the future holds. 

Katherine Wooten, LCSW, BCBA, CCM

Katherine Wooten has over two decades of experience in direct clinical services and managed care leadership in the south, northeast and mid-west.  Katherine currently serves as senior clinical director for Lucet Health, where she oversees the company’s Autism Resource Program.  Katherine is responsible for operations management, business development and innovation for a team of behavior analysts, social workers, child psychiatrists and professional support staff.  As a longtime advocate for consumer experience, she enjoys the challenge of creating innovative solutions to the changing needs of autism treatment.  She received two bachelor’s degrees from Rhodes College, a master’s degree in social work from the University of Tennessee and a graduate certificate in behavior analysis from Florida Institute of Technology.  She maintains an active LCSW license in New Jersey and national board certification in Behavior Analysis. 

Katie Dzurec, Esq.

Katie Dzurec is a Director in the Health Consulting Division of Examination Resources, LLC. She has served as Assistant General Counsel for the DC Health Benefit Exchange Authority and Senior Advisor to the Pennsylvania Insurance Commissioner. For over a decade, Katie has helped lead efforts to address health coverage access and compliance issues. In addition, she has directed inter-agency and inter-state collaboration on mental health parity enforcement and compliance efforts, both in the commercial market and in government programs. She is regarded as a subject matter expert in the areas of healthcare reform, mental health parity, and health market conduct examinations.

Katie holds a B.A. degree in linguistics from the University of Oregon, a law degree from the University of Oregon School of Law, and a Master of Public Administration degree from the University of Maine. She received a Master of Laws in Insurance at the University of Connecticut in 2023 and was appointed as an adjunct professor of law in 2024. She resides in Washington, DC.

Leslie Robinson, Esq.

Leslie is a licensed attorney, working as a criminal prosecutor in South Carolina since 2010.  Leslie's work spans a variety of crimes, from low-level misdemeanors to homicide cases, and requires involvement in prosecution from arrest through disposition, including trials.  Prior to working in South Carolina, Leslie spent two years as a law clerk to the late Patrick J. Duggan, Federal District Court Judge in the Eastern District of Michigan.  Leslie graduated summa cum laude from the Ave Maria School of Law in 2008 after having obtained a bachelor's in chemistry summa cum laude from Northern Arizona University in 2005.  Leslie is licensed to practice in North and South Carolina and is a former member of the Michigan Bar.

The Robinson family joined the autism community in late 2017, and upon initiation, Leslie felt compelled to use her legal background to advance advocacy efforts.  Living on the Unumb home turf (and benefiting from Ryan's Law), Leslie inevitably crossed paths with Lorri and Dan.  Leslie has contributed to advocacy efforts aimed at expanding insurance coverage, increasing Medicaid reimbursement rates, and obtaining access for ABA providers to administer treatment in public school settings.  Most recently, Leslie joined the National Autism Law Center as a contract attorney, providing guidance and legal assistance regarding the autism community's most pressing legal needs.

Lindsi Swartz, MBA

Lindsi Swartz is Director of the Life, Accident and Health Insurance Bureau overseeing life, accident, and health rate and policy form review for the Pennsylvania Insurance Department (PID). She graduated summa cum laude (with highest honor) from Eastern University with a B.S. in Business Administration before continuing to also receive a Master of Business Administration (M.B.A.) with a focus in Healthcare. Lindsi started her career at the PID as a health insurance market conduct examiner and soon after became an Examiner-In-Charge, leading comprehensive and complex Affordable Care Act (ACA) and Mental Health Parity and Addiction Equity Act (MHPAEA) examinations. Lindsi has almost 9 years of experience regulating the health insurance industry.

Her other experience includes:

  • Recipient of the 2023 Governor’s Award for Excellence based on her state and national leadership in mental health parity enforcement and role in improving coverage of autism spectrum disorders in Pennsylvania
  • Served as a member of the PA team in the Commercial Parity Policy Academy provided through the Substance Abuse & Mental Health Services Administration (SAMHSA), an agency of the U.S. Department of Health and Human Services
  • Key collaborator in the PA state-based parity working group and helped design the current parity analysis templates being utilized by the PID and other states
  • Served one year on the Board of Directors for the Insurance Regulatory Examiners Society (IRES)
  • 2019-2022, served as a Supervisor and MHPAEA Specialist for Risk & Regulatory Consulting, LLC, where in addition to serving in a government consulting role, she also presented nationally to state and federal regulators on MHPAEA to further advance the realization of the law

Lorri Unumb, Esq.

Lorri is a lawyer, professor, mother of three boys, and an internationally renowned autism advocate. She began her legal career clerking for a federal judge in Charleston, South Carolina, and then moved to Washington, D.C. to practice law with the United States Department of Justice, where she met the dashing Dan Unumb. She enjoyed a fulfilling career as an appellate litigator, arguing immigration cases in U.S. Circuit Courts all over the country. After two academic stints at law schools in D.C. (George Washington) and Charleston, Lorri began teaching advocacy at the Department of Justice’s National Advocacy Center. She also hosted an award winning weekly television show called “The Law with Professor Lorri.” Following her firstborn son’s diagnosis with autism, Lorri began working in autism advocacy as a volunteer, writing ground-breaking autism insurance legislation for South Carolina (“Ryan’s Law”) that passed in 2007 and served as the catalyst for the national movement toward autism insurance reform. In recognition of Ryan’s Law, Lorri was awarded the Autism Society of America 2008 Parents of the Year Award (along with Dan). She was then recruited by the New York-based nonprofit Autism Speaks to lead State Government Affairs. Lorri has testified more than 100 times on health insurance issues in legislatures and parliaments around the world. For her efforts, Lorri received the NASCAR Betty Jane France Humanitarian of the Year award and was featured in Town & Country Magazine as a Longines “Women Who Make a Difference” recipient. Lorri also served as a Commissioner for the South Carolina Department of Disabilities & Special Needs, which administers the state’s HCBS waivers serving individuals with developmental disabilities. She and Dan founded the Autism Academy of South Carolina (recently rebranded “The Unumb Center for Neurodevelopment”), a nonprofit ABA center and diagnostic clinic. Together, they also wrote the first-ever comprehensive textbook on autism legal issues called “Autism and the Law,” and Lorri developed & taught a course by the same name at GW Law School. Lorri is the founder of the Autism Law Summit. She is also a former world-champion clogger and first-runner up in her 4th grade spelling bee.

Pat Martelle, LCSW

Idaho

Pat Martelle is a licensed clinical social worker with many years of policy and advocacy work in the fields of mental health and developmental disabilities. While at Idaho Medicaid Pat initiated a mental health project in 2004 to bring the agency’s mental health policy up-to-date in terms of best practices in the field and in service agency administration as well as tactics to increase access to services. She later worked for the Division of Behavioral Health as Project Manager of the Jeff D implementation, leading the work of new mental health policy development for children and families. Her career in advocacy work was highlighted at the Idaho Federation of Families where she led program development and represented the agency in ongoing policy and advocacy initiatives for children and families who needed mental health services and were not able to access them. Pat continues her advocacy work and clinical services work in her private practice.

Rebecca Urbano Powell, BCBA

Executive Director, Seven Dimensions Behavioral Health

Rebecca has been working in our field of ABA since 2001 in clinic, community, home and school settings. From 2005-2014 she helped start and grow the ABA program at Tustin Unified School District in Orange County, CA to 80+ staff and 120+ students. In 2022, Rebecca was elected Treasurer on the COABA (Colorado Association for Behavior Analysis) Executive Board. She is a member of the team which helped draft the bill for Medically Necessary Treatment in Schools and successfully helped lobby for its passage. She is on the Public Policy Committee advocating for Medicaid provision enhancement and assists on the Professional Development Committee with the goal of providing educational webinars to Colorado clinicians for improving the quality of services in the state. Rebecca was appointed to the Advisory Board for Therapy Brands with the intent to improve ABA practice management and data collection systems to meet the needs of ABA clinicians. She co-chairs a Special Interest Group for the Council of Autism Service Providers for Therapy Brands users to gather data on what providers need from their software platform. She is passionate about representing providers across the U.S. as one universal voice.

Rebecca Womack, MS, BCBA, LBA

Rebecca has been privileged to serve adults and children using applied behavior analysis (ABA) in various settings across the United States and overseas. In addition to her clinical experience, Rebecca is passionate about ABA service delivery aligning with generally accepted standards of care. Rebecca has extensive experience serving on various boards for non-profit organizations as well as public policy work. Whatever the role, her ultimate goal is to make a significant impact through effective and efficient services utilizing the science of behavior analysis.

Ron Oberleitner, cofounder and CEO of Behavior Imaging, is a pioneer in using digital health and telehealth to revolutionize autism care. After leaving executive roles in the medical device industry in 2001, Ron led the development of award-winning innovations like Behavior Imaging®, TalkAutism™, Behavior Capture™, and AutismCares™. His leadership has helped Behavior Imaging secure over $16 million in research funding from the NIH, Department of Defense, and Department of Education. 

As Principal Investigator on numerous telehealth and AI projects, Ron has focused on improving early autism diagnoses and enhancing behavioral health support for autism and other related health conditions. The Oberleitner family's personal autism journey began in Princeton, NJ, where their son Robby was finally diagnosed after 18 months of regression and misdiagnoses. In 2001, Ron embarked on a transformative 6,700-mile cross-country bike trip to raise awareness and funds for autism research. By 2004, the family moved to Idaho, embracing new opportunities in telehealth and finding a supportive community for Robby’s continued development. Now based in Boise, Ron and Behavior Imaging continue to push the boundaries of telehealth and AI, with a vision of providing life-saving healthcare support for autistic individuals at home, in schools, and within their communities. 

Sigmund Eldevik, Ph.D., BCBA-D

Sigmund Eldevik is a Professor at Oslo Metropolitan University, Department of Behavioral Science, where he teaches courses in behavior analysis, early intervention for children with autism, and developmental psychology. He is a clinical psychologist from the University of Oslo, and a BCBA-D. His doctoral degree is from the University of Bangor, Wales. He works part time at the Center for Early Intervention in Oslo as a clinical psychologist. At OsloMet he is the leader of the research group “Applied and Experimental Behavior Analysis in Clinical Practice”. His research interests are early intensive behavioral interventions for children with autism and other developmental disabilities and he has extensive experience in carrying out outcome research and reviews.

Somer Bishop, Ph.D.

Somer Bishop is a clinical psychologist and Professor in Residence in the Department of Psychiatry and Behavioral Sciences and the Weill Institute for Neurosciences at the University of California, San Francisco. Dr. Bishop’s research and clinical interests focus on the assessment of social-communication and restricted and repetitive behaviors characteristic of autism spectrum disorders (ASD), and how these symptom dimensions are affected by individual and contextual factors across the lifespan. 

Dr. Bishop is interested in developing tools that can be used in both clinical and research settings to assess profiles of social-communicative and other behavioral strengths and challenges across development in varied clinical populations (e.g., ASD, intellectual disability, ADHD). Another line of research focuses on promoting psychological health and well-being among adolescents and adults on the autism spectrum, with a particular focus on understanding the impact of positive and negative social experiences on depressive symptoms. 

At the UCSF Center for ASDs and NDDs, Dr. Bishop participates in comprehensive, multi-disciplinary assessment and treatment of children and adults with neurodevelopmental disorders. She directs the diagnostic training program, conducting multiple-day trainings on widely used autism diagnostic tools and best diagnostic practices for professionals from all over the world. 

Tiffany Hodges, Psy.D, BCBA-D

Associate Vice President, Optum/United Health Care

Dr. Tiffany Hodges is currently the Associate Vice President of ABA clinical operations services at Optum. She oversees the team that manages utilization reviews for ABA and serves as a subject matter expert for Autism/ABA. She is a licensed clinical psychologist and board certified behavior analyst (doctoral) with close to 20 years of experience in the pediatric behavioral health field. She earned her Psy.D in clinical psychology from the Georgia School of Professional Psychology and her BCBA work was completed at the Chicago School of Professional Psychology. She has experience as a psychologist working in outpatient and residential settings with children, completing diagnostic evaluations, and running social skills groups. Dr. Hodges went back to school and complete her BCBA in 2009, she has experience in the home, community, and school settings working with children of all ages. Dr. Hodges has been with Optum for over 14 years and has presented at regional and national conferences, shared resources with employers and payors, and created content for educational events focusing on Autism and ABA.

Tom Frazier, Ph.D.

Professor of Psychology, John Carroll University

Dr. Frazier is a licensed clinical psychologist who received his Ph.D. from Case Western Reserve University in 2004. He joined Cleveland Clinic in 2006 and from 2013-2017 was the director of the Cleveland Clinic Center for Autism and the Lerner School providing assessment and behavioral intervention to children and young adults with autism. He was the Chief Science Officer at Autism Speaks from 2017 to 2021 and is currently the national board chair. He is also a Professor of Psychology at John Carroll University and a Research Professor in Pediatrics and Psychiatry at SUNY-Upstate.

Over the last decade, Dr. Frazier has maintained active clinical research programs focused on the evaluation and treatment of autism and related neurogenetic syndromes. He has published more than 150 scientific papers and his recent work has focused on measuring key neurobehavioral processes relevant to early identification and monitoring response to behavioral intervention.

Tricia Nelson

Founder & Executive Director, Utah Autism Academy

Tricia Nelson is the parent of Riley (a 21 year old profoundly autistic adult), Founder & Executive Director of Utah Autism Academy (a day-treatment clinic based ABA program for children and adults), and the President of the Utah Autism Coalition.Tricia has participated in advocacy, awareness and fundraising efforts in the autism community since her son’s diagnosis more than 19 years ago.
Tricia finds great joy in successful community integration for those on the spectrum, with a niche interest in those with profound autism. Tricia is driven to create systems and programs that promote compassionate supports ASD and their families.  

Kristen Koba-Burdt, BCBA, LBA

Kristen Koba-Burdt, BCBA, LBA, CDP (she/her) obtained her certification as a Certified Diversity Professional (CDP®) and co-leads the diversity, equity, and inclusion (DEI) special interest group (SIG) for the Council of Autism Service Providers (CASP). She is fortunate to call Hawaiʻi home, one of the most diverse states in the nation, and serves as the Director of Clinical Operations for BAYADA, a not-for-profit organization. Whether in an official capacity or of her own volition, Kristen has tirelessly dedicated numerous hours to advocacy and advancement of the field of applied behavior analysis. In 2019, Kristen received the Outstanding Sustained Advocacy Award at the Autism Law Summit for her efforts related to consumer access to services, supporting families in rural and underserved areas, and focusing on increasing provider knowledge related to autism policy. She is devoted to supporting underserved communities to access ABA, creating career opportunities for a diverse workforce, and continuing to learn and grow to enhance equity and inclusion in all facets of her work. As a multi-racial, first generation college graduate, much of her work focuses on increasing diversity in our workforce, improving equity within ABA organizations, and supporting advancement and career opportunities for behavior technicians to become behavior analysts and continue to advance into all areas of leadership.
